will mention, when i was 12 years old, i was here at the inauguration of jimmy carter, the last inauguration on the east side of the capital. and then four years later, when ronald reagan was inaugurated on the west front. sometimes he is credited for making that change, but that change was in the world for quite awhile. it would have been on the west front with carter, later, had ts turn that different. the view on the east front, compared to the west front was not very good. the east front used to be a parking lot, and then you have homes. parking lot, streets, kind of like a little town. whereas, here on the west side, you can accommodate these immense crowds. and they can see something. >> of course, president obama's first inaugural was attended by over a million people, i believe, gathering on the mall. the expectations is it will be somewhere about half that tomorrow. that is typical of second inauguration's. they are not as well -- publicly attended as the first. i think it is because the country is not as excited, they know who you are, they have seen you. my friend, who was also a

on to pennsylvania avenue and then a slow crawl up to the white house. and jimmy carter was the first president back in 1977 who actually walked this route. last year, president obama as president bush did got out partway through and walked to the white house and we expect that's probably going to happen again. this parade will be about a mile and a half long, include all sorts of interesting floats and of course, fabulous marching bands from the u.s. military, some civilian ones as well. this all started back in 1801 with thomas jefferson had a little bit of a parade that was taking to the inauguration. 1909 with james madison is when the first official pred happened and i think as megyn pointed out to you yesterday, bret. perhaps the most infamous one was 1973 with richard nixon when he ordered the park service to spray all the trees with basically a form of bird be gone, it was called roost no more. and didn't want them on the parade goers, and the pidgeons ate it and they were falling on top of people because they were sick. >> megyn: more like live no more. >> live no more. >> bret: let me read

was inaugurated to seeing jimmy carter walk down when everyone thought the limo broke, he got out and walked. to see the -- as john pointed out, to see the reinauguration of our first african-american president, it is an exciting day for everyone in america. we broke from royalty hundreds of years ago now. we still like a little bit every once in awhile. this is our day for that. >> john: michael, you bring up very good points. the poor horse that had to drag taft's carriage all those years ago. this is almost 224 years george washington was sworn in as our first president. i think it is fitting we have michael hastings here and that you're spending the morning in portland. one of our most progressive cities. this is a president-elected largely due to the grassroots work of progressives and liberals. many of whom had issues with his policies and still have but i think it goes to show whereas the republican party, one could argue was identified this year by purity tests, the democratic party shows you could be completely in the tank for this president's election while still taking issue with

to the president. we just saw 88-year-old jimmy carter arriving on the scene. former presidents are almost always in attendance at these events, but today, george herbert walker bush and his son, george w. bush are not in attendance. the elder mr. bush has recently been released from a month-long stay in the hospital due to a respiratory ailment and so both bush families announced that they would not be able to attend because of the poor health of the elder george bush. the president after taking the oath of office will deliver his second inaugural address. following that, kelly clarkson will be singing "my country 'tis of thee." and these are the supreme court justices being led in, led by chief justice of the united states john roberts jr. who delivered the oath in 2009. here is the first lady as she is coming in to the capitol. as we mentioned earlier, she's wearig a dress and a coat by the american designer thom browne. navy blue we are told. there's justice sotomayor. nominated to the supreme court by president obama. she will deliver the oath of office to the vice president. justice elena k

and secretary of state hillary clinton and former president jimmy carter and wife roslyn. we are just minutes away from the arrival of, of course, the vice president, jill biden, and the president and first lady and their family. it's exciting. it's electric. we've got great weather, especially compared to four years or so here, and i have to say before the program sort of settled in, i saw more collegiality on the platform in terms of members of congress, both democrats and republicans, commingling, glad handing each other, coming up to the front of the rail, if you will, looking at the crowd, taking pictures, if you will. now, if only we can bottle that for the rest of the time here in office. again, great to be back on this perch again. by the way, in all those inauguration facts that you could look up, the one i thought was kind of amazing, the platform behind me, 10,000 square feet at a cost of $1.2 million to hold about 1,600 vips. of course, all the members of congress, the justices, the cabinet, et cetera. so you can't have an inauguration without some kind of a stimulus program. back

at the inaugural route, i can't help but go back to january 20th 1977 and jimmy carter breaking precedent and stepping out of the car and shaking hands with the american people. >> he walked the whole route. >> his four years started out well and ended batly. you have gone back and taken a look at how presidents fared. especially like this one have been reelected. if you look back at truman administration, the first four presidents had bad second terms. they ended the four years at a low opinion and the number where they began their four years and truman down 37% and eisenhower down 14% and johnson down 22 and nixon down 27. of the seven presidents only two who actually improved their public opinion from beginning to end and surprisingly they are reagan and clinton. if you look again at the second group of numbers, you see reagan went up 1% from 62 to 63%. clinton went up four and bush was down 17. obama starts at 49 to 50 or 52%, whatever poll you look at. he starts at the lowest approval rating of any of these presidents including president obama. >> i look at bill clin
